Rules and Regulations

All games will be played under current NCAA basketball rules, except when modified by Valley League lead officials and the league commissioner.

Arrival Time

All teams will receive a ten (10) minute grace period after their scheduled game then the clock will run. Teams/Players can use their quarter time outs to extend an extra five (5) minutes, the presiding referee will decide on the contest. See the Forfeit section for additional details. If game is ran after fifteen (15) minutes, game will be played as a Fast Game.

Note: If a team is not present or does not meet the minimum players required to play a game (four (4) players per team to start), that team will forfeit and will have to use the deposit obtain at the beginning of the season. [See Deposit]

Back-Court Violation

Team have eight (8) seconds to advance the ball past half court. Violation of the eight (8) second rule will result in forfeit of the basketball, following the referee standing count.

Game Fee Deposit

Each team is required to have a $70.00 Game Fee Deposit By the 1st scheduled game (Either Pre-Games or Seasoned Games). If a team Forfeits the entire deposit will be used to cover the Game Fees. [See Refunds]

Note: If a deposit is used, the team MUST replenish the entire amount before the next scheduled game. The captain/manager can contact a commissioner to pay back the deposit online or in person.
Note: Payments will ONLY be taken by the captain and not individual players unless the players are Free Agents.

Division Restrictions

There is multiple restrictions to participate in certain Division's. The restrictions can depending on the height and or age of the players in the team. The restrictions are followed:
Men's Division's
Division A = No Restrictions
Division B = Height Limit of 6'4 and one players of 6'6
Division C = Height Limit of 6'2 and one player of 6'4
Division D = Height Limit of 6'2 and one player of 6'3
Division E = Age Restriction of 35+

Ejections

Section A.

A player ejected from a game WILL BE suspended for 1 game. Ejected players have an opportunity to appeal the game decision by Contacting Us. League officials will review the appeal and determine if the decision will be taken by a captain vote (all captains within the specific division the ejected player plays in (form will be via google forms)) or only by the head referee and commissioner.

Note: Players ejected twice in one season will have a one-season suspension from the league without league fees refunded (if free agent).

Note: Any player intentionally striking, attempting to strike, or in any way causing bodily harm to other players, spectators, officials, or gym supervisors, shall be Removed from the league. Any player expelled from Valley Leagues because of this rule must submit a letter to the league requesting reinstatement.

Section B.

Spectators within the gym premises will be subject to ejection from the facility if necessary. Team must control their spectators as spectators are at the location by invitation by the team/players. A team can and will be removed from the league if any spectator violates any Ejection Rules. Referee, commissioner, and division captains will make the decision if a spectator is ejected.

Facility Rules

All teams and players must be abide or will be terminated from the season and or league. [See Refunds]

Restrictions and Prohibitions

  • Smoking
  • The use of profane language
  • Possession of or use of intoxicating liquors or narcotics
  • Quarreling or fighting
  • Betting or other forms of gambling
  • Card playing
  • Conducting raffle or lottery
  • No activity shall be conducted which constitutes a violation of any local, state, or federal law

Forfeit

A game must consist of at least four (4) players per team to be considered a contest. Therefore, if the minimum amounts of players on the registered team are unavailable, a forfeit will be instituted to the team with insufficient players. Also the scorekeeper has the right to issue the NO GRACE PERIOD, if teams are unresponsive [See Arrival Time].

  • If a team is no show or has forfeit the game due to lack of players, the team will STILL pay Game Fees for both teams or the amount will come out of the Game Fee Deposit. If a team forfeit's a second time, the team will automatic withdrawal from the league, without leagues fees refunded.
  • Forfeited games will not be accounted in the scorebooks nor officiated. Forfeit team can pick up players from other teams or non-registered roster players to play a "Pick up Game".
  • If no "Pick up Game" is made, the time will be allocated to the registered players of the other team as practice time until the next scheduled game.
  • If a forfeit of a team is created with NO SHOW team will automatically have 1 extra loss point. (2 total losses)
  • The non-forfeit team will obtain the same stats and score as their last winning game.

Foul(s)

Each player is allowed to obtain a maximum of five (5) personal fouls. On the fifth foul they are disqualified from competition. Any disorderly conduct resulting from any foul(s) will result in an automatic technical [see Technical Fouls, Section B.]. The "Fouled Out" or disqualified player must remain in his or hers team beach till the end of the game.

Fast Games

All Arrival Time, Jersey Technical's, Time Outs and Game Time will be affected by Fast Games. Due to the amount of time we have at the gym league rules have been modified to accommodate our permits and our teams.

  • Clock Stops at 1minute if under 10points (2nd half Only)
  • No Time outs to stop clock for Jersey Penalties
  • Schedule game time will start even if team is not present or ready, NO Grace periods (5 minute forfeit if team is no at location; some games may be delayed if O.T has occurred on previous games which will delay ALL games)
  • Game time may be reduced due to time frames. Last game MUST start 60-55m before dismissal of permit (Exp: 10m will be cut off the official time (5minutes per half) and teams will only have to pay $25 for Game Fees.

Franchise/Team Responsibility

Each captain/manager is responsible for each or the conduct of their players, spectators and/or visitors before, during and after all scheduled games. Also the team representatives are responsible for keeping their bench areas clean before, during and after all games. When games are finished each team member is too leave the facility in an orderly manner. The conduct each team member, player, and visitor displays is a representation of Valley Leagues and we are to make this a fun and enjoyable experience for all those involved. Therefore, every effort will be made to ensure everyone understands their responsibility as a member at Valley Leagues.

Free Throws

Play will resume upon the shooter’s releasing the basketball except for the shooter. Shooter must wait till ball touches rim.

League Fees 

All League Fees are subject to change depending of season and division. 

  1. All teams must pay all league fees by 2nd scheduled game.
  2. Team's that do no pay league fees in FULL will be dropped and not scheduled for 3rd game.
  3. All players in that team that did not pay league fees will not be able to participate in any divisions within Valley Leagues until league fees for that team are paid in full.

Overtime Regulation

Regular Game
First two, overtime periods shall be two (2) minutes in length using regulation stop-clock. Team will only have times outs that have been carried from the original game (3 total time outs, 2 per half). Third overtime period shall be sudden death (first team to score shall win).

Fast Games

Players

Each player MUST register via the leagues website at waiver.valleyleagues.com, to ensure all eligibility have been met prior to competition. To be eligible for playoff competition, each player must participate in a minimum of four (4) games or 1/2 the length of the division before playoffs.

Players may play on no more than one team provided the following requirements are met:

1) play must occur in different divisions
2) players must meet the eligibility requirements of each division
3) players must be listed on both team rosters as a player.

Note: Game schedules will not be changed to accommodate player’s personal schedules.

Playing Duration

Two (2) twenty (20) minute halves will be played per competition. Included is a two (2) minute intermission per contest (half-time). The last two (2) minutes of the second half will only have clock stoppage for a dead ball situation. This only applies to teams that are within ten (10) points of each other. The blow out rule is forbidden unless loosing team calls the game. The clock will only stop for a called timeout by the official for a team, injury or official’s timeout.

Playoff Eligibility

Section A. A Player To be eligible for playoff competition must participate in a minimum of four (4) games or 1/2 the length of the division before playoffs. 

Section B. The number of games within a season will be used to determine eligible playoff teams. Teams that join late or become ineligible will follow the same calculation.

Example:
Team A: 3W-5L Record
Team B: 4W-4L Record

The above formula states that the team with the best record will be eligible based on the overall number of games for the season.

Section C. If teams record a tied, the teams total points favor will be added to the points against. The team with the highest points is above.

Example:
Team A: 5W-3L Record - 100PF-80PA =+20
Team B: 5W-3L Record - 120PF-115PA =+5

The above example says that Team A is at a higher position than Team B since Team A is at +20 Points.

Section D. Teams must have paid all league fees before participating playoffs.

Protest

1. Protests based solely on a decision that involved accuracy of judgment on the part of the official will not be received or considered.
2. Protests based on the misinterpretation of a playing rule will be received and considered. Failure of any official to apply the proper penalty for a certain violation of the rules can be protested.
3. If a protest arises during a game, the captain of the protesting team must notify the Score Keeper, prior to the next dead ball, that the game is being continued under protest. This enables all parties to take notice of the conditions surrounding the making of the decision and aids in the proper determination of the issue. This will be followed by submitting the protest, via the webpage, within 48 hours of the time of occurrence of the protest.

Note: Be sure that the official includes notes on the score sheet showing that the game is being played under protest.
A FORMAL PROTEST SHOULD CONTAIN THE FOLLOWING INFORMATION:

  1. Date, time and place of the game.
  2. The rule and section of the official rules and local rules under which the protest is made.
  3. The official’s decision and conditions surrounding the making of that decision.
  4. All essential facts involved.

4. The protest committee consists of the Head Commissioner, Head Referee, and 1 other Valley Leagues member or a League Captains decision (All captains take a vote). The decision of the committee is final.

Rescheduled Games

Any postponed game will be rescheduled for a later date. No team will play a back-to-back game. However, teams may be scheduled for multiple games within any given day. Rescheduled games are not for any forfeited game. Rescheduled games will not in any manner affect the playoff seeds. Therefore, it is everyone responsibility to make sure games are not rescheduled for any peculiar situation. Also the league office reserves the right to schedule or reschedule games for any night of the week.

Refunds

League Refunds

Teams

No refunds will be granted if the Team was removed from the Season or League due to disorderly conduct or did not show to any scheduled games. A Team will be removed from the Season if the team forfeits two (2) games and will not qualify for a refund. All teams must abide by all Facility Rules and our Rules and Regulations. If the Team paid but did not participate in the season the team will receive a full refund. A player or players can be removed from the league at any time if the circumstances are necessary (Conduct, Invitation of specific guest, Bad sportsmanship). Valley Leagues does not collect League Fees individually per player but only per team and by the captain/manager.  If a refund is approved and requested, the refund will only be given to the captain/manager of the team and not individually to players. If a team did not play the minimum games per season, the team will be refunded only the missing games divided by the league fees collected that season (Exp: $380 per season at 10 games per season, Team only played 9 games due to disqualification of finals the team will be refunded $38.00 for the 10th game).

Free Agents

If the Free Agent has paid the League Fees and did not participate in the season, The Free Agent will receive a full refund. If a Free Agent wishes to leave the free agent team assigned to the Free Agent, no refund will be applied if the Free Agent has played three (3) games; if the the Free Agent has not played over 3 games, the Free Agent "if possible" will be placed in a different team or must wait till next season to be placed in a new division; no refunds will be awarded to the free agent if he has played over three (3) games.

Deposit Refunds

Refunds for Deposit may be obtain at the last game of the season or can be used for the last game (Pre-Games). All Refunds will only be given to the captain/manager of the team via Paypal/Check/Venmo or Cash (IF AVAILABLE). No refunds of Deposit if team forfeits the season at will or is removed from the season/league.

Referee Fees/Game Fees

Referee Fees MUST be paid before each game NO EXCEPTIONS. Team must have a deposit in before playing any game [See Deposit]

Roster(s)

Upon registration the league rosters are subject to change. The final rosters must be set by week three (3) of an eight game season and approved by the league administrator. No changes thereafter without the approval by the league administrator, division commissioner, and follow the Division Restrictions . A minimum of six players and a maximum of ten players are allowed per team. Teams will not participate until the roster criteria have been met and approved by the league administrator. All final rosters that have been submitted will be checked off by the team captain/manager and should all have pictures. If a player drops middle of the season, another may take his spot (New player must play 50% of games to participate in playoffs). If a player is removed or disqualified they may NOT replace the player with a new player.

Substitution(s)

Section A.
Substitutions must be made at the scorekeeper’s table. Only the official will allow player entrance into the game.

Penalty: Two (2) technical foul shots awarded to the opposing team, if rule is broken by the in fractionating team.

Section B.
Season
– Only players that notify the league of substitutions will be allowed to participate. This must be done within 24 hours of the scheduled tip-off time to warrant eligibility for competition.

Playoffs – Only players that have played 50% of the season or have been granted clearance to participate will be eligible for the Playoffs. No exceptions!

Technical Fouls

Section A.
Technical fouls accessed to players will result in two (2) free throws plus ball possession to the opposing team. UNSPORTSMANLIKE BEHAVIOR IS INTOLERABLE AND AN AUTOMATIC EJECTION IS WARRANTED.

Penalty: Any player having two (2) technical in a game will be disqualified from the current competition. Any Player with 2 technical will be suspended for the following game.

Note: Play will stop and a loss by forfeit given to any team receiving five (5) technical fouls in a given game.
Note: Players penalized for dunking at any time will be assessed a technical foul and calculated as mentioned in section B.

Section B.
Type 1 – Regular violation
Type 2 - Unsportsmanlike conduct [arguing]

Note: Players that amass three (3) total Technical Fouls during the entire season can be disqualified from the current season. 

Any player assaults any other player they will be removed from the season and team can also be dropped without a refund depending on all Captains, Referees, and Commissioner votes within the Division.

Time Outs

Each team will be given three (3) Twenty Seconds (20) Time-Outs per game and can only use two (2) per half. These may be used at anytime during the games duration. Timeouts may only be used by players on the floor or bench. Ejected players may not call a timeout under no circumstances. A penalty will be called, when player ask for a timeout if none are available. Timeouts cannot be carried over to over time periods. [See Overtime Regulations for any Overtime time outs]

Uniforms

Jersey’s are not provided by the league unless they are purchased with full payment of league fees + $80.00 for only 8 jerseys per team. If any team needs more than 8 jerseys, each player must purchase and individual jersey at $20.00 each. All are required to have Jerseys and teams must adhere to the home and visitors rule for uniforms, with Home as white and visitors as black. Two technical shot will be given to the opposing team per uniform violation at the start of the game with running clock, then jump ball. If a player where to start after the the initial 2 technical foul shots, the technical shots will be given on halftime. The following is a summary of the violations that may be accessed to a team violation these terms:

1) Written or tapped numbers will not be allowed and are not considered to be part of the uniform and subject to penalty.
2) All players must have same color Jerseys and different numbers than there fellow players
3) All players must have same matching logos on front or back jersey or must have same color and no logo.

Note:
Time Outs can be called to stop the clock for 20 seconds then it will start again.
Due to a time schedule the Commissioner can cancel this rule at the start of any game and neither team will be affected.
Each technical foul is NOT will not affect the player or team fouls.
Technical Foul Rule applies at the start of the 3rd week.

Valley Leagues was founded in the San Fernando Valley by a group of young adults trying to have fun in an organized way. The founders have been in multiple leagues before; nevertheless, there was something missing. Valley Leagues is the missing items.
